Of interest to: All Ireland Constituencies |
Script details: |
A Europe-wide Criminal assets bureau has been proposed by MEPs in Brussels. The European Parliament’s Committee on Organised Crime, Curruption and Money Laundering is calling for new laws to allow the confiscation of assets belonging to criminals across the EU. Today, less than one percent [1%] of the proceeds of crimes such as drug and human trafficking, counterfeiting and small arms smuggling are frozen and confiscated. Most of this "dirty money" is frequently laundered in member states.
The proposed new rules would enable national authorities across the EU to freeze and confiscate suspected criminal assets such as cash and property. The Fine Gael MEP Gay Mitchell – who is on the Parliament’s Crime committee - explains how it would work. |

The Times referred to a report by the European Movement which found that the attendance record of Irish MEPs in the Parliament was down last year from 2011. Irish MEPs in Brussels have robustly defended their attendance and voting records in the European Parliament. Some of the MEPs have heavily criticised the findings of a report published by the European Movement in Ireland. It reported that the attendance record of Irish MEPs in the Parliament had decreased in 2012 in comparison with 2011. The report also found that the MEPs asked less questions in 2012. However, the Independent MEP Marian Harkin says the report was misleading and she has described it as ‘unforgiveable’. Ms Harkin says MEPs like herself are reluctant to ask questions in parliament because they cost a lot of tax payers’ money to translate. The Labour MEP Nessa Childers is calling on people in Ireland to sign up to her recently launched Justice for Now tax campaign. Ms Childers says the idea of the campaign is to come up with alternative tax initiatives to raise money in a fairer way for the economy. One of her ideas is to introduce a financial transaction tax. The European Commission has proposed a tax on stocks and bonds of 0.1% [zero point one percent] and a tax of 0.01% [point zero one percent] on derivatives by 2014. It’s is aimed at deterring highly speculative trading and making the financial sector contribute towards the cost of the economic crisis. So far the government has refused to join other EU states in introducing the FTT because it says such a tax would damage Ireland’s financial sector. But Nessa Childers says the financial institutions in Ireland must properly contribute to the economic crisis. |

It’s believed the tax could raise up to €57b [fifty seven billion euro] annually and it’s aimed at deterring highly speculative trading and making the financial sector contribute towards the cost of the economic crisis. MEPs in Strasbourg have today voted in favour of measures to cap bankers’ bonuses. The proposal – which was passed by over six hundred MEPs this morning – recommends that bankers’ bonuses should not amount to anymore than the actual size of their annual salary. Any increases to that one to one ratio would require the approval of a super majority of the financial institution’s shareholders. The idea behind the moves is to stop the kind of speculative risk-taking that created widespread instability within the banks. The Fine Gael MEP Gay Mitchell – who is on the European Parliament’s Economic and Monetary Affairs Committee – says the capping of bankers’ bonuses is well over-due. |

Women are disproportionately effected by the economic crisis in a variety of ways. That’s according to a report recently discussed in the European Parliament. The Eurobarometer survey found that the crisis has made it more difficult for women to balance work and private life and close the pay gap with men. Those surveyed also believed that employers consider very different issues when employing men and women. Almost half thought employers were most concerned about whether a woman had children. Some 40% thought employers would attach more importance to a man's professional qualifications then when recruiting women. The European Parliament is vowing to tackle corruption in sports by introducing common penalties for match-fixing along with other initiatives. MEPs this week voted for a raft of measures designed to crack down on match fixing and other fraudulent practices in the sporting world. The European Parliament resolution was forged after findings from a recent Europol investigation into bribing and corruption in sport. According to the Fine Gael MEP - Sean Kelly Europol found that about 680 matches were suspected of engaging in match fixing and that three hundred and eighty of those matches were European. Mr Kelly says the Europol findings are likely to be the tip of the iceberg and that organised criminal gangs are involved in illegal betting and match fixing and that they’re laundering money through sport. |

The Fianna Fail MEP Liam Aylward has welcomed this week’s vote on CAP reforms in the European Parliament. MEPs yesterday voted on a raft of measures that finalized the Parliament's position for negotiations on the new farm policies with EU member states. This will be the first EU farm policy reform shaped by Parliament as a full co-legislator with member states. One of the measures the MEPs agreed on was that 30% of national budgets for direct payments should be made conditional upon compliance with mandatory greening measures. But they stressed that these measures must be made more flexible and gradual. The final shape of the new EU farm policy will be decided by the European Parliament, EU farm ministers and the European Commission, in three-way negotiations which should begin in late March/early April. Of interest to: All Ireland Constituencies |

The Fianna Fail MEP Liam Aylward says he doubts that the fully reformed Common Agricultural Policy will be in place by January 2014 as originally planned. Mr Aylward was speaking in Strasbourg where yesterday MEPs voted on the Parliament's position for negotiations on the new farm policies with EU member states. This will be the first EU farm policy reform shaped by Parliament as a full co-legislator with member states. One measure backed by the Parliament was the European Commission plan to cap direct payments to any one farm at €300,000, and to substantially reduce payments to those receiving more than €150,000. However, this would not apply to cooperatives which redistribute payments to their members. The final shape of the new EU farm policy will be decided by the European Parliament, EU farm ministers and the European Commission, in three-way negotiations which should begin in late March/early April. But Liam Aylward is pessimistic that a deal will be brokered in time for full implementation at the beginning of next year. |

The potential redrawing of electoral boundaries for next year’s European Parliamentary elections could benefit the Fine Gael MEP Mairead McGuinness. At the moment - Ms McGuinness represents the East constituency. But Ireland’s European electoral boundaries may change if we lose one of our MEP seats. That looks very likely right now following the recent recommendations by the European Parliament’s constitutional affairs committee. Discarding occurs when fishermen throw back fish because they have exceeded their quota or caught species they don’t want. The ban – which will begin in January next year – will initially apply to surface fish or pelagic stocks. It will then extend to all main fish stocks in EU waters by 2017. MEPs in Strasbourg today voted in favour of radical reforms of the Common Fisheries Policy. The reforms include cutting fishing to sustainable stock levels and to end the dumping of fish discards at sea. The new CFP – when it’s finally agreed - will take effect in 2014 but there is still more work to be done to reach an agreement on it. Fish discards account for almost a quarter of total EU catches but most of the discarded species die. To end this practice, MEPs voted to get fishing vessels to land all catches in accordance with a schedule of specific dates for different fisheries, starting from 2014. However, the Fine Gael MEP Jim Higgins says the timeframe to end fish discards by 2014 is too short. |

Of interest to: All Ireland Constituencies |

MEPs in Strasbourg have today voted in favour of measures to end the dumping of fish discards at sea. They approved a major reform of the EU’s Common Fisheries Policy which is expected to be finalized in the coming months. Fish discards account for almost a quarter of total EU catches but most of the discarded species die. To end this wasteful practice, MEPs voted to oblige fishing vessels to land all catches in accordance with a schedule of specific dates for different fisheries, starting from 2014. The Fianna Fail MEP Pat the Cope Gallagher explains. |

MEPs in Strasbourg have been laying down the gauntlet and outlining what they’re expecting from the critical EU Summit in Brussels tomorrow and Friday. The Summit – which is being held during the Irish presidency of the EU – will focus on brokering an agreement on the EU’s budget for the next 7 years. It’s been a huge challenge so far - with countries like Britain demanding a reduction in their contributions to it. But many MEPs say a significant reduction in the EU’s budget could worsen the recession and lead to even greater austerity. The Minister of State for European Affairs Lucinda Creighton debated the summit with the MEPs in Strasbourg this morning. |

The French President Francois Holland has warned against the establishment of a two speed Europe which – he said - would quickly become a divided Europe. President Hollande instead called for solidarity and cooperation during his address to the European Parliament in Strasbourg this morning. His views were very different to those of the British Prime Minister David Cameron who recently promised a UK referendum on EU membership if the Tories are re-elected to power in the next elections. Mr Hollande’s visit to the Parliament comes in the midst of tough negotiations to work out the EU’s spending budget for the next 7 years. Some bigger member countries - such as Britain want to reduce – or at the very least freeze - their contributions to that budget. The Fine Gael MEP Gay Mitchell said the President’s messages of solidarity were welcome and that he will be a good ally for Ireland. |

A new EU scheme designed to help unemployed young people find jobs and training has been slammed by the Socialist MEP Paul Murphy. The government has been warned that selling off any of the 23 Aer Lingus slots at Heathrow would be a retrograde step and would mean the loss of a vital strategic asset.
Irish MEP Jim Higgins was speaking at the European Parliament in Strasbourg, where MEPs voted for new measures to lessen airport congestion by facilitating the trading of slots.
They also approved further liberalisation of ground-handling services at all European airports.
Mr Higgins, the only Irish member of the Parliament’s Transport Committee, said opening up the ground-handling market is good for consumers, as it will bring air fares down: |

The government is being strongly advised against selling any of the 23 Aer Lingus slots at Heathrow.
Fine Gael MEP Jim Higgins described the slots as “invaluable” as they guarantee connectivity between Ireland, Heathrow and worldwide aviation networks.
Mr Higgins joined a majority of MEPs today in calling for stronger penalties to be imposed on bigger airlines who stand accused of hogging slots in order to prevent smaller carriers from using them.
Speaking at the European Parliament in Strasbourg, Mr Higgins said it would be unwise to dispose of any of our Heathrow slots for short-term gain: |

Speaking at the European Parliament in Strasbourg, Mr Mitchell said the European Central Bank has already given the green light for a deal.

Irish MEP Gay Mitchell has said he believes a deal on the Anglo promissory notes has already been done - but just hasn’t been announced yet.
It follows remarks made by Finance Minister Michael Noonan earlier that an agreement was likely before the end of March, when the next multi-billion euro payment is due.
Fine Gael MEP Gay Mitchell says he believes the deal will mean that Ireland is given longer to pay off the debt, as opposed to any actual debt reduction.
But he expressed confidence that Ireland won’t have to pay the next instalment of 3.1 billion euro: |

The Minister for Public Expenditure and Reform Brendan Howlin is being urged to bring forward draft legislation on lobbying transparency, in the wake of major pressure on the government from the pharmaceutical sector.
Earlier this year, the government bowed to lobbying from up to 20 multinationals and reversed a HSE decision not to approve new drugs for payment.
The Taoiseach had received letters from pharmaceutical companies warning that government efforts to bring down the price of medicines could have “unintended consequences” for the industry.
But speaking in Strasbourg, Labour MEP Nessa Childers urged her government colleagues not to put the interests of big business before public health concerns: |

The government is being urged to speed up promised legislation on lobbying, after the Taoiseach was pressurised by the pharmaceutical industry over HSE efforts to reduce drug costs.
Up to 20 multinational drug firms wrote to Enda Kenny earlier this year warning that price cuts and a ban on paying for new medicines could have “unintended consequences” for the economy.
In a compromise deal, the government lifted the HSE ban on new drugs in return for a price cut of an average of 10 per cent in many commonly-used medicines.

Any hope of finalising CAP reform before the end of Ireland’s EU presidency is now a remote possibility, according to Irish MEPs.
Fianna Fáil MEP Liam Aylward said because of continuing delays in reaching agreement on an EU budgetary framework, it’s now more likely that CAP reform won’t happen until late in 2014.
Mr Aylward said it’s unfortunate for farmers, who won’t be able to plan for the future as they won’t know which payments they will be receiving.
And he warned that the turnaround of staff in the next European elections might mean imply further changes for CAP reform: |

It’s looking increasingly unlikely that the reform of the EU’s Common Agricultural Policy will happen before the European elections in June 2014.
Irish MEP Liam Aylward said delays in agreeing the next EU budget are having a knock-on effect on attempts to broker a new CAP.
The Fianna Fáil MEP said the uncertainty is bad for Irish farmers, who won’t know what payments they’re entitled to for another 18 months at least.

An Irish MEP has criticised the awarding of the Nobel Peace Prize to the European Union, claiming the EU is not a force for peace on the world stage.
Last night, the EU was officially declared this year’s winner of the prize at a ceremony in Oslo attended by about 20 European leaders.
But speaking in Strasbourg, Socialist MEP Paul Murphy pointed out that the EU is home to a major arms manufacturing sector, and to many countries engaged in occupations in Iraq and Afghanistan.
He said the fact that the EU won the prize is nothing but a “sick joke”: |

The awarding of this year’s Nobel Peace Prize to the European Union is a “sick joke,” an Irish MEP has said.
Socialist MEP Paul Murphy said the prize has already been discredited as previous winners include US politicians who presided over bloody wars in Iraq, Afghanistan and Vietnam.
Taoiseach Enda Kenny was among about 20 EU leaders who attended the official Nobel Peace Prize awards ceremony in Oslo last night.
But Paul Murphy says the EU doesn’t deserve the prize, as it is deeply embroiled in arms manufacturing and overseas wars: |
